OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The Somali conflict has not only caused severe losses to human life, property, economy and social and political structures, but it has also resulted in colossal losses to natural environment; e.g. damage to water sources, destruction of forests, rangelands and coastal areas, and enhanced desertification. Absence of urban governance system and limited capacities has also resulted in poor solid-waste management and non-functional sanitation. Both the conflict and resultant environmental degradation have enhanced exposure and vulnerabilities of Somali communities to adverse impacts of climatic hazards and disasters. The rehabilitation of environmental resources and reduction of climatic hazards will require significant medium and long-term efforts, with a conflict sensitive development paradigm. Environmental sustainability is also central to economic and social development across Somalia.

The Office of the Prime Minister, State Minister for Environmental Affairs, has been in contact with UNDP and UNEP to initiate a Post Conflict Environmental Assessment (PCEA) for Somalia. The initial consultations have taken place among UN agencies and the State Minister. The main purpose of the PCEA is to calculate the environmental damages that Somalia has faced since 1991 and recommend future actions that are of high priority to restore the environmental resources as Somalia progress on a development trajectory.

The Environmental Expert to be located in the Office of the Prime Minister and reporting to State Minister of Environment will have the role of coordinating government and UN actions for starting the PCEA for Somalia. S/he will have specific tasks mentioned in the next section of the TORs.

GENERAL FUNCTIONS

Role objective:

The objective of the assignment is to provide coordination and analysis required for the Post Conflict Environmental Assessment in Somalia.

Expected output:

The environment expert will be based in Mogadishu. The expected areas of work will include, but not limited to, the following:

  1. Provide substantive support to the Government in the commencement of PCEA.

  2. Achieve high level government ownership in the areas of environment, climate change and other associated areas of importance.

  3. Closely work with the Federal Ministries, regional governments, relevant government institutions, NGOs, UN agencies (particularly with UNEP and UNDP), international development organisation to collect required data and information and synthesis it for substantive contribution for start-up of PCEA.

  4. Maintain regular contact and liaison with the Office of the Prime Minister, UNDP and UNEP team to facilitate key actions during PCEA formulation.

  5. Provide advice on possible engagement modalities, integration of the cross-cutting issues (gender, conflict resolution, stabilization) and compliance with the priorities of the Federal Government and Member States.

  6. Facilitate effective coherence and coordination among government institutions for building ownership.

  7. Maintain contacts and exchange information with all PSGs of Somali Compact and teams working on iPRSP and National Development Plan to ensure synergies in the PCEA process.

  8. Support in Government contacts on matters of strategic importance relevant to this assignment.

  9. Hold consultations to finalize first set of activities, along with budgetary requirements. This should be on the agreed format that would be made available by UNEP.

  10. Prepare proposal for resource mobilization to undertake required field work for data collection and analysis. Undertake regular analysis in related areas for presentation to the government and donors.

  11. Participate in relevant meetings as and when required on behalf of the Office of the Prime Minister (State Minister of Environment), Federal Government of Somalia

  12. To be agreed on a monthly basis between State Minister of Environment and Environmental Expert.

  13. The payments to be released on certification of the State Minister along with the monthly report on key activities.

Project reporting:

i. Activity plan, timeframe and deliverables would be agreed among the State Minister of Environment and Environment Expert on a monthly basis.

ii. The terms of payment of services would be linked to the agreed deliverables

iii. State Minister for Environment will certify to UNDP on the release of payments along with monthly report on key activities

Team management:

Education: The Environment Expert should have post graduate degree in economic development, natural resources, environmental management, social sciences, rural development, engineering or any other relevant field.

Experience and Skills: At least 5 years of professional experience working in multi-disciplinary teams on development related assignments or in academic or policy research organisations

Experience of high level government engagement on strategic planning and programmes formulation relating to development policies, action plans etc.

Have a clear understanding of terms and processes related to environment, natural resources management, climate change and ability to communicate them effectively to wide audiences

Experience of working at policy level with senior officials

Somali origin and preferably experience of working in Somalia

Language requirements: Strong written and spoken Somali and English skills

ESSENTIAL EXPERIENCE

Education:

§ Master's degree in Economic Development and/or Bachelor's degree in related subject.

Work experience:

§ Minimum of 5 years of demonstrable relevant Environment experience.

Geographical experience:

§ Minimum of 3 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English and Somali are essential.

Key competencies:

Analytical skills, communications abilities, teamwork etc.

Other relevant information:

The expert will be required to have a personal lap top computer.

The expert should be willing to live in Mogadishu and travel to different States of Somalia.
