Background
Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern engages in long-term development work, responds to emergency situations, and seeks to address the root causes of poverty through development education and advocacy work.
Concern has been active in Somalia since 1986 despite the political and social instability and constant insecurity that characterize the country. Concern is currently implementing several multi-sectoral emergency and development programmes encompassing livelihood security, nutrition, water sanitation and hygiene, and community education in the south-central (Mogadishu, Bay, Lower Shebelle, Gedo and Galgadud Regions) and a development programme in Somaliland (Gabiley Region). Concern works both directly and indirectly through local partners in Mogadishu, Gedo Region, Lower Shebelle region and Gedo region.
Concern is currently implementing a long term DFID funded programme aimed at building community’s resilience in Gedo Region. The programme is integrated with focus on Food, Income and Markets and Health (Water and Environmental Sanitation). The 4-year programme started in the year 2012 and targets the rural communities whose dominant livelihood options include cultivation and sale of agricultural and livestock produce, petty trade and casual labour. Lack of water in the region is a great hindrance to achieving the programme’s objectives as there is very low ground water potential leaving rainwater collection as the main option. Given that livestock is the main livelihood base in Gedo Region, water for livestock is as important as safe water for humans. Under this project, Concern aims to solve the problem of water scarcity by constructing improved rainwater catchments with infiltration well(s) that will provide adequate water to livestock during drought seasons and safe water for domestic use.
Consultancy Objectives
-To guide in technical feasibility assessment, prepare designs, technical drawings and cost estimates for construction of the improved rain water catchments with infiltration well(s) in target locations. The catchments are intended to provide adequate water to livestock and safe water to humans throughout the year, as guided by our concept;
-Supervision of construction works or guidelines for doing so;
-Prepare modules for training the community institutions in management of the water systems.
-Consultancy Specific Tasks
Feasibility Assessment
To carry out preliminary and detailed feasibility assessments and determine the suitable sites for construction of the rainwater catchments with infiltration well(s);
To assess the environmental impacts related to the planned interventions and provide recommendations as necessary;
To assess the management capacities within the local stakeholders;
Preparation of designs/technical drawings, lay-out plans, specifications and BoQs
To prepare designs / technical drawings and specifications for the structures to be constructed;
To prepare lay-out plans for the facilities in the target locations;
To prepare bill of quantities and budget estimate for each structure;
Supervision of works
To give guidance on supervision of the construction works on-going at the project sites according to the technical specifications and designs. Supervision is done in collaboration with authorities and target groups;
Guide on certification of works that have been completed satisfactorily and in accordance to technical designs and specifications;
Technical Training
Facilitate capacity building in design, construction, rehabilitation, operations and maintenance of infrastructures developed with the target groups. The target groups include village water committees, hand pump caretakers, contractors involved in works etc. Capacity building is provided through formal training modules, mentorship and also on-the-job;
4. Approach / Methodology
Project takes a holistic approach to water for both livestock and humans through integrated an water resource management approach to deal with interrelated issues in a cost-effective and sustainable way. It is anticipated that the consultant will carry out an office review of existing data. Field work will be organized to collect additional data through interview/discussions with the various stakeholders, observations and measurements using various instruments (topographical profiling, etc). The relevant drawings will be prepared thereafter using AUTOCAD and cost estimates made. Data analysis and reporting using appropriate software.
Training of the local institutions in Operation and maintenance of the water facilities will be done through theoretical and practical on-the-job approaches. The consultant will also provide support and guidance in supervision of the construction works through field visits. The consultant is not restricted to the suggested approach and should respond to this ToR giving his / her understanding of the assignment, and proposing an approach and methodology to be followed in undertaking the task.
Expected Outputs
The expected output of this assignment shall be a Technical Report providing the following information:
Findings, recommendations and conclusions on the Technical feasibility assessment,
High definition and detailed designs, technical drawings and cost estimates for construction of the improved rain water catchments with infiltration well(s) in target locations.
Implementation and supervision guidelines for the construction works;
Simple power point presentation for non-technical INGO audience interested in learning from the water supply system;
Detailed high level technical power point presentation for non-technical INGO audience interested in learning from the water supply system;
Report on staff training and Modules for training the community level institutions including the management committees and the hand pump caretakers;
Simple guidelines on monitoring water abstraction quantities over time;
Expertise Required
University degree or equivalent in civil engineering or a related discipline
At least 5 years’ experience in undertaking similar assignments
Fluency in English, both written and oral
Knowledge of Somalia context is an added advantage
Reporting and feedback
The consultant will report to the BRCiCs programme manager in regard to this consultancy. The technical reports prepared for each of the target settlements submitted by the consultant should be in English. The consultant shall submit soft copies in appropriate format (MS WORD for text, MS EXEL for BoQs & AUTOCAD for drawings). The consultant is expected to submit reports for all trainings undertaken along with the training modules on completion of the same in MS WORD or PDF formats. The consultant will prepare a schedule for reports submission. The following format will be adhered to for the Final Reports:

(iii) Executive summary, max 2 pages
Brief description of the assignment
Objectives of the consultancy, methodology and duration of the assignment
Works implementation plan, conclusions and recommendations
(iv) Main body of the report, max 10 pages
It will provide comprehensive details of the points listed in the Executive Summary. It will contain a description of the works implementation plan, an analysis or interpretation of the data collected and key recommendations. It will include a detailed description of the approach and methodology of the survey/assessment and works implementation. Conclusions and recommendations should be clear and practical based on the local context.

Topographical profiles and related data;
List of literature and documents consulted;
List of persons / organizations consulted;
List of places / sites visited;
Tools / materials used in the assignment;
Sketch Maps, for all the sites assessed and clear indication of the recommended site with GPS coordinates;
Designs and technical specifications for the target infrastructure;
BOQs and cost estimates for construction works which must be quoted in USD based on current market price within the Region;
Photos taken during the assessment and works implementation;
Proposed Time Schedule (6 months)
The consultancy will be staggered within a period of about six (6) months with 100 work-days that fall within the dry season given that activities will be kept on hold during the rainy season.
Technical Assessments for 4 rainwater catchments with infiltration well(s) – 8 days;
Data analysis, preparation of drawings, cost estimates and technical specifications, writing of the technical reports for the above – 8 days;
Provision of technical support in supervision of construction works and trainings to be undertaken concurrent with on-going activities till end of consultancy period.
Assistance to the Consultant from the Contracting Authority
Concern will meet the cost of an economy class airfare, return from the Consultant’s home
Concern will also arrange all reasonable in-country travel related to the consultancy
Concern will facilitate and pay for entry and exit visas for the consultant where needed
Any permits required for the consultants to carry out their duties in Somalia
Accommodation and per diem will be paid in addition to the consultancy fee and will be based on Concern’s standard per diem rates for the region
Share any relevant reports, documents, maps, data at contracting authorities disposal
Counterpart staff to support in field data collection, supervision of works, training the community institutions
Office space, furniture, access to a computer, printers, stationery and communication facilities in the field
Arranging for various meetings in the field;
The consultant is expected to include all other costs not mentioned above in his/her financial proposal.
