CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for suitable candidate to fill the position of Deputy Project Manager/Training and Institutional Development Advisor for the Rural Women Program. The position is based in a project that seeks to address the causes and effects of rangeland degradation and its adverse impact on environment dependent livelihoods. The position is based in Garowe with frequent travel to project sites depending on security conditions.
I. JOB SUMMARY
This position will provide technical support to the project with respect to Sustainable Natural Resource Management (NRM). CARE’s component of the project heavily emphasizes the building of institutional capacity within the Ministry of Environment and with community institutions to address the degradation of the environment. It is expected that this position will bring in substantive training expertise, in order to guide the program in achieving its institutional development objectives. Training activities will aim at improving the capacity of both government and community institutions towards environmental management. In addition position will also deputize the Project Manager and will be expected to perform the following duties:-
II. ROLES & RESPONSIBILITIES
1. Deputize the NRM Project Manager on day to day management of the project in the following key areas (20%):-
Develop activity work-plans + budgets and review documentation submitted by the ministry and other partners
Manage consultancies in consultation with ministry, respective Technical Advisors (TAs) and key staffs involved
Establish regular planning meetings with the ministry
Attend key coordination meetings with the ministry
Work with the Partnership, MEAL teams and respective TAs to build a monitoring mechanism of the activities implemented by the ministry and partners
Coordinate with key project staff and TAs to ensure data is made available for key reporting periods: monthly, quarterly and annual reporting
Manage monthly reports and consolidate first drafts of quarterly reports to be submitted to the Project Manager
Ensure key project’s documents are filed on a regular
Prepare regular project updates documents to be shared with the ministry and other partners
Keep an updated power point presentation to be used during key events as the project progresses
Establish working relationships with field teams and partners staffs and provide them with guidance and information on activities to be delivered and how to deliver them in line with approved budget, milestones, work plans and log frame.
Organize field visits to monitor project’s implementation.
Follow up with procurement teams, logistic departments on pending payments and approvals
2. Review and development of environment policies
Work closely with TAs to review and/or develop environment legislation
Advice on suitable institutional frameworks for implementation of developed legal frameworks
3. Undertake training needs assessment, design relevant training programs/courses and develop training materials to build capacities in NRM– 20%
Work with ministry staff, NRM project staff, Technical Advisors and consultants to assess training needs, develop training content, training materials and curricula for the various groups of beneficiaries;
Coordinate with the ministry and project partners to design, identify content and ratify training packages that cut across the various result areas of the project;
Test and deliver the training materials
Print training materials and curricula for institutional memory and wider sharing within CARE and externally
4. Delivery of training in NRM – 40%
Collaborate with Technical Advisors hired for the project to design quality training, develop training tools suited for adult education and low literacy levels;
Conduct training as per needs assessed including Training to Training (TOTs)
Contract external trainers where needed;
Train the ministry staff to undertake high quality training;
Coordinate trainings and logistical support required to undertake training
Oversee the development of training manuals to maintain high standards in training
5. Quality assurance of all training activities in the project -10%
Set standards/benchmarks for delivery of high quality training during the project period - from needs assessment to post training monitoring and evaluation;
Collaborate with TAs to adopt these standards in to the ministry’s program manual;
Develop pre-training, in-training and post training materials to be applied and use consistently;
Develop monitoring and evaluation templates to be utilized during each training (pre & post-test knowledge, attitude and perception (KAP) templates, gender disaggregated attendance sheets, daily recap and reflection processes etc.);
Develop a comprehensive training reporting template for regular use in the project activities and also for adoption by the ministry
6. Monitoring of training activities 10%
Having trained ministry staff, supervise their monitoring activities where training has been undertaken
Ensure constant learning, documentation review of training plans, curricula, training material and tools;
Monitor progress training plans of the ministry staff, village, district and regional community structures
III. Required Qualifications
Requirements:
Bachelor or Masters degree in Natural Resources Management (NRM) with advanced skills in training and Organizational Development
Excellent understanding of rangeland management and sustainable environment
At least 3 years experience in working with environmental institutions
Experience in the development of legal frameworks in the environment sector
Strong training and facilitation skills evidenced by at least 5 years experience in institutional strenghtening;
Experience of work with government in challenging contexts
Experience of working in fragile states, and an understanding of the limitations of governments in fragile states, good understanding of the complementary nature of government and communities where institutions are weak
Excellent assessment, planning, and training experience
Excellent facilitation skills, and proven ability to develop and manage trainings for various audiences
A strategic thinker
Strong negotiation skills
Team player, who is able to develop strong collaborative relations with a wide and diverse range of stakeholders
Excellent writing and reporting skills
Desired:
Somali speaker
Masters degree
Demonstrated ability to motivate and coach staff
Understanding of the role of traditional / customary law in the Somali context
IV. Key Relationships
Ministry of Environment, Wildlife and Tourism, Municipal and regional governments, Technical Advisors, project partners Village Committees, district pastoralist associations, Community elders, Line Ministries involved in the project, project staff
V. OTHER RESPONSIBILITIES:
