Background
The Office of the Deputy Prime Minister is responsible for directing the day to day government businesses, overseeing the over all government performance, Inter-Ministerial policy and strategic planning, coordination, streamlining government institutions, Somali Development and Reconstruction Facility (SDRF), government reforms, monitoring ad evaluating government policies and programs. In addition, the Deputy Prime Minister is the acting Prime Minister in the absence of the Prime Minister and oversees special assignment as delegated by the Prime Minister.
The National Development Plan (draft) recognizes that strong attention needs to be paid to the performance management of the government in the coming three years. This requires a solid approach and strong coordination between the various government institutions, both on federal and on state level.
The Office of the Deputy Prime Minister therefor has established the function of the Performance Management Specialist.
Position Objectives:
The objective of the specialist position is: to develop and implement systematic controls in government management process to guide the cabinet to regulate the government activities by means of managing, informed policy decision-making, and taking an action for the purposes of attaining agreed government objectives and managing effective public service delivery. Furthermore, to ensure that there are appropriate internal controls to monitor the extent to which the government institutions (and its departments) are achieving and what they are supposed to achieve through the cabinet sub committees.
Key Deliverables:
The key deliverables of the specialist position are to ensure that:
· A (federal) Government wide structure of performance management – including measurement and indicators is developed;
· An implementation plan for the performance management framework is developed and implemented;
· A solid monitoring and reporting system is developed and implemented, including dashboards for rapid and ‘real-time’ insight in progress with early warning indicators.
Roles and Responsibilities:
The specific roles and responsibilities of the specialist position are:
Ø Advisory functions at Office of the Prime Minister:
- Serves as Technical Advisor to the Deputy Prime Minister on issues relating to performance management;
- Serves as the Focal Point for the development and coordination of performance management for Office of the Prime Minister;
- Provides technical advice on issues relating to cabinet committees and coordination on performance management;
- Writes notes, papers, reports as required.
Ø Coordination Functions:
- Ensures an appropriate coordination mechanism is functioning across government institutions, in close cooperation with relevant ministries.
Ø Performance Management development and implementation:
- Provides leadership in the development of Government Performance Management arrangements;
§ Develops performance management measures and indicators to monitor the success of priority policy, programs or projects in achieving government objectives.;
§ Coordinate and prepare dashboard reports on progress and performance of government on strategy, plan and priorities;
§ Tracks issues and risks and provides early warning indicators.
Required Education and Experience:
University Degree in development studies, management, public administration, social studies or other relevant subject matter from a recognized university.
Required experience:
Minimum 7 years of professional experience in public sector
Minimum of 3 years of experience in performance management (incl. Planning, M&E) and coordination in public institutions, in combination with a relevant master degree or relevant experience
Minimum of 5 years of experience in performance management (incl. Planning, M&E) and coordination in public institutions, in combination with a relevant bachelor degree.
Professional expertise:
- Demonstrated experience developing and working on performance management systems in public institutions;
- Demonstrated experience to coordinate data collection for the purpose of performance management (incl. Planning an M&E)
- Demonstrated experience to design and implement ‘health check analysis’ on government policies and programs;
- Demonstrated experience to analyze data, draw conclusions and formulate (policy) recommendations, and submit performance progress and consolidated reports;
- Demonstrated experience to manage and coordinate conferences, meeting series, workshops, etc.;
- Demonstrated experience working across line ministries and local governments, including staff from the Parliament, legislative/cabinet committees and their staff;
- Work in highly sensitive political environment;
- Ready to work in government offices with volatile security arrangement.
Ø Other skills:
- Attention to details and effective communicator;
- Interpersonal skills;
- Able to handle high work pressure and constantly changing environment;
- High level of computer literacy using the Microsoft Office suite of products;
- Fluency in English and Somali;
- Fluency in Arabic is an added advantage.
