Qualifications/Requirements

Qualified consultancy firms or Individuals based in the greater Somalia are hereby invited to bid for these works, in line with the following requirements and guidelines :

Person/Firm characteristics

· The firm or individual/team of individuals should demonstrate at least 5 years of senior Programme Management / Project Monitoring and Evaluation experience (emergency and development) gained from working for INGO or UN agencies. Experience in Third Party Monitoring would be an added advantage.

· Clear grasp of Project Cycle Management, M&E methods & tools and accountability frameworks including HAP, SPHERE and the Core Humanitarian Standard on Quality and Accountability (CHS)

· Proof of good communication skills (written and oral) in English as well as IT/Computer skills and excellent track record of institutional and donor reporting.

· Demonstration of good team work, perseverance and endurance in working with rural communities in remote locations with poor access, challenging security situations and harsh climatic conditions.

· Diplomacy, good negotiation skills, capacity to receive and give difficult feedback and tolerance in handling difficult situations and people.

· A good command of the delicate social and security circumstances obtained in Somalia, and demonstrated experience, skills and tact in dealing with the various state, regional and local state agencies. ]

COOPI Monitoring and Evaluation Framework

COOPI's Monitoring and Evaluation framework is currently undergoing comprehensive review to enhance its impact measurement, accountability and learning features. The M&E unit is headed by the Regional Programme Coordinator (RPC) based in Nairobi in consultation with the AC, who oversees a field based M&E Manager, who in turn coordinates the activities of a number of M&E Officers based at the various field offices. The Third Party Monitoring function is directly overseen by the Area Coordinator Somalia in consultation with the RPC. The key aspects of the existing COOPI M&E system are outlined below:

i. Assessments and Investigations: Before commencement of projects, assessments are carried out to identify needs, existing resources and gaps, on the basis of which a project concept is prepared for funding. Following approval of funding concept, more detailed surveys may be carried out in the form of feasibility study, or more in depth technical surveys and investigations.

ii. Surveys: Surveys may take the form of baseline surveys at the beginning of the project, periodic surveys (e.g. KAP, real time and mid-term surveys) during implementation to gauge progress against the log-frame, and end line surveys to gauge short term impact at active end of a project. These may entail internal and/or external parties.

iii. Routine monitoring: Project Managers and M&E Officers visit activities under implementation on regular basis (weekly, monthly , quarterly as appropriate) to assess progress, identify and discuss or help resolve emerging constraints and challenges and propose or consider proposals for any desired modifications/revisions in approach. Findings of the routine monitoring visits are used to prepare routine progress reports (weekly, monthly, quarterly, donor).

iv. Technical Inspection and Monitoring: Normally carried out by technical team - Project Managers, engineers, technicians, veterinarians, etc - to inspect works and verify whether or not designs, engineering standards and specifications as well as good workmanship and material quality are being adhered to, discuss emerging challenges/constraints with the contractor/site engineer, and make recommendations for correction of any detected defects.

v. Accountability: This is more of qualitative and seeks to establish the effectiveness of the community entry process: whether targeting was done satisfactorily, whether beneficiaries and local stakeholders are adequately involved and are participating in project implementation, verification of delivery and receipt of entitlements, application and effectiveness of the organizational complaint and feedback mechanism, level of beneficiary satisfaction with targeting, overall quality of service delivery.

vi. Learning and Reflection: Human Interest stories, case studies, documenting of best practices at the end of project implementation, etc.

How to apply:

· Interest candidates should submit an expression of interest cover letter with a proposal in English language in electronic form detailing individual/ organizational profile (identity and contacts, work experience, etc), and technical offer ( methodology, tentative work plans, staff /team deployment levels -with their CVs and summary profiles, budget breakdown, availability, etc).

· Proposals may be submitted for all 3 projects, 2 projects or a single project. Candidates are advised to carry out their own preliminary assessments and inquiries about access and security in the project locations prior to submitting quotes.
