OVERVIEW OF THE POSITION
Galmudug State of Somalia (GSS) was established on 04 July, 2015. It comprises of Mudug and Galgaduud regions. The ministry of planning and international cooperation (MOPIC) was established September 2015, with vision to build up plans to develop the Galmudug people and to achieve well manage and sustainable socio-economic growth.
In that regard, the MOPIC- Galmudug needs technical support to development planning and research mechanism on national and international cooperation related to development efforts. The Ministry of Planning and International Cooperation MOPIC plans to develop GSS development strategy, implementation, data collection, and socio-economic growth and create cohesive linkages between different stakeholders: Donors, FGS, Private and public sectors and civil society, local and international NGOs. Therefore, the MOPIC needs Technical Officer who can prepare regional, district, sector development plan and formulate policy guidelines, assistance to planning, coordinating to stakeholders with related international and national partners to support state building and development growth.
Institutional objectives of the Ministry of Planning and International Cooperation:
- Developing the economic environment and policies to achieve comprehensive and sustainable growth.
- Rising the efficiency of institutional performance by following the best practices and standards in management, in a way that is reflected on satisfaction of the ministry‘s stakeholders.
- Ensuring coordination and integration between the various program and projects as parts of comprehensive development planning on both national and local levels.
- Optimum exploitation for the financial and technical assistance from donors and international financial institutions according to the development priorities.
- Contributing to the improvement of citizens ‘economic and living condition in all areas with focus on less privileged areas.
- To collect, compile and disseminate statistical data and other information to facilitate planning and implementation process.
GENERAL FUNCTIONS
The role of the Technical Officer(s) is to be mainly providing guidance and support to Ministry of Planning and International Cooperation (MOPIC) on project activities, technical issues and administrative procedures. The specific tasks that the adviser will undertake include:
- Plan and coordinate the MOPIC activities
- Prepare agreements, work plans, procurement plans and budgets
- Monitor progress and advise on timely corrective actions to ensure optimal project delivery
- Prepare and review financial reports before submission to counterparts to ensure the transparent and accountable use of funds provided in the framework of the agreed agreements
- Coordinate preparation and consolidation of project reports
- Support consultation processes to build ground for leadership trainings including women and youth
- Collate best practice and experiences and integrate them into project implementation
- Report on progress, lessons learned and advise on the way forward
- Prepare regional, district, sector development plan and formulate policy guidelines.
Expected Outcomes
The incumbent should:-
- Establish reporting mechanisms for MOPIC-Galmudug.
- Develop implementation plan, in coordination with relevant ministries.
- Support the ministry to conduct related research and surveys in the area to facilitate planning.
- Develop capacity of the MOPIC.
- Provide an inception report, weekly, monthly progress reports and a final report. The inception report should cover the strategy and methodology of the officer to reach the objectives of the assignment. The progress reports are intended to monitor the progress of the strategy and methodology drawn in the inception phase.
- The inception report should be submitted not later than 15 working days after commencing the assignment
- The progress reports should be submitted on a monthly basis and this will be linked to the disbursement of the consultancy fees.
- The Final report should be submitted no than 30 days after end of assignment.
ESSENTIAL EXPERIENCE
Education
Bachelor’s degree (Minimum Requirement) Masters (preferable), University degree in Business Administration, Public Administration Development Management or related disciplines.
Work Experience
- Minimum of 5 years’ relevant work experience in the area of finance, administration and project /operations management in a governmental, multilateral or civil society organization in a multi-cultural setting.
- Thorough knowledge of governance and public administration issues required.
- Understanding of the current economic, social and political dynamics of GSS is desirable.
