OVERVIEW OF THE POSITION

The National Security Architecture: On 16 April 2017, the Federal Government of Somalia (FGS) and the Federal Member States (FMS) reached a historical agreement on the National Security Architecture that will be central to achieving sustainable security sector reform and a transition of primary responsibility of security from AMISOM to Somali security services. This significant milestone for Somalia’s state-building process contributed to the endorsement of the Security Pact for Somalia during the London Conference on 11 May 2017. The Security Pact contains a plan for security sector reform as part of a comprehensive approach to advance sustainable security, for which the international community intends to continue to provide sustainable support. A political agreement between the FGS and FMSs on the national security architecture and commitments from partners to support the security sector milestones, are based on an agreement that AMISOM remains critical to securing Somalia’s security and that the transition from AMISOM to Somali security services will be conditions based. The key milestone in the Security Pact is that by 2027 rule of law and security provision across Somalia will be led by the police.

The National Security Architecture and the Security Pact consolidate the political agreement known as the New Policing Model reached by the National Leadership Forum in 2016 to establish a federated policing system in Somalia. The United Nations continues to support the FGS and the FMS in establishing Technical Committees at the FGS and the FMS level to implement the federated policing system.

The services of two interpreters/translators are required as part of the support to the Technical Committees in developing their State Police Development Plans. The interpreting services will involve interpreting all communications during multiple Technical Committee meetings, generally of three days duration, that will be conducted during September to December 2017 in Mogadishu and in the capital cities of the FMS. Translation services will also be required to translate documents associated with the implementation of the New Policing Model and the development of the State Police Development Plans in both English and Somali.

Work arrangements: The interpreter/translator will work closely with the UNSOM Police Section and will be based in the UNSOM Police Section. Transportation from Mogadishu to the Federal Member States and return will be facilitated by UNSOM as required.

GENERAL FUNCTIONS

Role objective:

Functions to be performed:

 Provide consecutive interpreting services during workshops and meetings associated with the implementation of the New Policing Model. This is expected to involve two interpreters sharing the work load on an equal basis and the working hours are expected to be from 0900-1700hrs including tea breaks and lunch.

 Translate related documents in English and Somali languages and vice-versa as required as part of the support to the Technical Committees.

 Undertake other appropriate duties as may be specified by the UNSOM Police Commissioner.

Expected output:

Outputs:

 Interpreting provided for all verbal related communications between the English speaking staff and the Somali speaking participants.

 Translation of documents in both English and Somali languages as part of the development of the State Police Development Plans.

Project reporting:

The interpreter/translator will report to the UNSOM Police Commissioner or his delegate.

ESSENTIAL EXPERIENCE

Education:

§ Diploma in Any related field.

Work experience:

§ Minimum of 3 years of demonstrable relevant Education experience.

Geographical experience:

§ Minimum of 3 years of experience in Africa with local experience in Mogadishu, Somalia is an advantage.

Languages:

§ Fluency in English and Somali are essential.

Key competencies:

Qualifications and experience:

a. At least 3 years working experience in the interpreting, education or vocational sector, public communications, criminal justice, and/or humanitarian sectors.

b. Knowledge of Somali Culture and Clan dynamics.

c. Understanding of police training and police terminologies would be an advantage;

d. Ability to work independently as well as in a multi‐cultural team;

e. Good computer skills;

f. Proven ability to produce results within tight deadlines.

Language:

Fluent in spoken and written English and Somali languages.
