INFORMATION ON THE MISSION CONTEXT

Handicap International started working in Somaliland in 1992 by setting up a rehabilitation centre in Hargeisa. HI’s strategy in Somaliland is to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level. From 2010-2014, HI implemented a Human Rights project entitled “Enhanced participation of Somalis with disability for human rights and democracy in Somaliland and Puntland”. This project strengthened the capacity of 15 Disable People Organizations (DPOs) at grassroots level to empower people with disability to actively promote and advocate for their rights for protection and inclusion. A major outcome of this intervention was the development of a Disability Policy for Somaliland and Puntland.

Since July 2017, Handicap International is implementing a project aiming at: 1) preventing development delays of malnourished children and their mothers in the drought hit towns of Burao and its suburbs 2) reducing vulnerability of persons with disabilities and other vulnerable groups by increasing access to humanitarian aid by supporting aid organizations in removing existing access barriers.

HI is opening the position of a rehabilitation technical advisor in Somaliland in order to support the ECD (Early Childhood Development) project manager to conduct follow up on the stimulative physical therapy services delivered by the partner and to conduct trainings for the partners’ staffs, in close coordination with HI Project Manager and the Psychosocial Support TA.

Other project proposals are currently in process in response to the crisis in Somaliland, in link with the outbreak of Acute Watery Diarrhea (AWD) in particularly.

MAIN TASKS OF THE EXPATRIATE

  1. Technical Support to ECD PM to:
  2. Assess the technical adherence of stimulative therapy component of the intervention in line with HI technical framework & guidance
  3. Assess the skills of partners’ team (PTs, CBR workers) in the domain of stimulative physical therapy
  4. Conduct training for the partners’ staff through direct provision of formal trainings, supervision and on the job training
  5. Guide the team to design and adapt to local context: technical tools, trainings, leaflets, protocols and other relevant documents and disseminate them among the mission upon prior validation by HQ Technical Advisors,
  6. Support to the logistics department in your field of expertise, technical validation of rehabilitation related devices; items and equipment
  7. Technical support in the project implementation (support in definition, planning, monitoring and evaluation)
  8. Review and strengthen the comprehensive approach with other advisors/coordinators/referents and ensure its proper implementation;
  9. Ensure that the rehabilitation activities are following the mission logic of intervention
  10. Participate to contextual and needs assessments upon the request of your line manager.

  11. Representation

  12. Participation in technical and team meetings in Hargeisa and Burao, (clusters, working group), as needed

  13. Ensure a harmonized technical message is provided during these working groups and that HI speaks in a common voice on technical issues;

  14. Provide relevant recommendations and action points to HI teams related to the context, and to the coordination with other stakeholders.

  15. Reporting & Others

  16. In close collaboration with the Project Manager, formalize all training/workshop documents;

  17. Capitalize through appropriate documentation the work of the stimulative physical therapy component;

  18. Provide a handover/end of mission report,

  19. Debriefing at HQ at the end of your mission

SPECIFICITIES

Security: HI operations in Somalia are conducted in Somaliland where security is under control, despite some periodic but rare outbreaks.

Most activities are currently implemented with or through local non state actors.. Given the highly volatile insecurity in the area, extending operations to South and Central Somalia is yet to be considered. Accessibility: Most areas are accessible, although some require police escort. Accommodation in Hargeisa: Individual accommodation in a hotel compound

PROFILE

  • Degree/ diploma in physiotherapy or occupational therapy,
  • At least 4 years of experience in rehabilitation field,
  • Experience of training and technical implementation of stimulative physical therapy for developmental delays, preferably in emergency context
  • A previous experience working with HI and with a psychosocial team is a plus,
  • A previous experience in the field of vulnerability/disability in emergency situation with INGOs is a plus,
  • Experience in the region and its environs would be a strong asset,
  • Strong communication and reporting skills,
  • Strong organizational skills,
  • Strong interpersonal and intercultural skills,
  • Ability to work under high pressure,
  • English mandatory (oral and written),
  • Somali/Arabic an asset.

SALARY

  • Starting date: 01/09/2017
  • Length of the contract: 1 months
  • Contract: volontary contract (1000€/month net) or salaried contract (from 2031€/month gross depending on experience)
  • Per-diem: 550€/month net
  • Hardship allowance: 500€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 6 weeks
  • Status: individual
  • Accommodation: individual accommodation in a hotel compound
