Context:
The International Organization for Migration (IOM) is one of the leading humanitarian and development actors operating in Somalia with extensive experience and expertise in providing technical assistance to governmental, non-governmental and other partners in support of their efforts to meet the operational challenges of migration, provide direct assistance to vulnerable migrants, mobile populations and affected host communities through development-oriented as well as emergency response programmes implemented throughout Somalia.
The Migrant Assistance Division (MAD) under IOM Somalia’s Department of Migration Management (DMM), is implementing various projects that aim to improve migration management capacities with a focus on preventing and addressing irregular migration, voluntary returns, trafficking in persons and smuggling of migrants and providing assistance to vulnerable migrants and returnees in Somalia.
Under the overall guidance of the Chief of Mission, IOM Somalia, and the direct supervision of the Programme Manager Migrant Assistance Division (MAD), the successful candidate will be responsible for supporting the implementation, monitoring and reporting of the Migrant Assistance Division’s projects in Somalia including ongoing activities and IOM Somalia’s components of the upcoming regional Assisted Voluntary Return and Reintegration (AVRR) Project “Reintegration Facility’ as well as Counter Trafficking activities.
Core Functions / Responsibilities:
- Work with the Migrant Assistance Manager and unit staff in Nairobi and in the field offices in Somalia to review work plans and develop detailed monitoring and evaluation plans to support the timely implementation, monitoring and reporting on project activities under the EU REINTEG ”FLASH”, the Better Migration Management (BMM), and Reintegration Facility (RF) Programmes.
Assess the needs and provide hands-on support to field staff in the implementation of capacity building and direct assistance activities as part of the different MAD projects in close coordination with the MAD Programme Manager.
Work closely with Government counterparts in relevant ministries and departments at the Federal Government of Somalia (FGS) and Federal Member States (FMS) levels to identify capacity gaps and measures to implement capacity building activities to fill identified needs and gaps.
Represent the Migrant Assistance Division in different coordination platforms including UN-NGO platforms (such as the UN cluster systems relevant for the MAD related activities) and government-led platforms and inform the MAD Programme Manager and other relevant divisions on ongoing and new initiatives and opportunities for partnerships, coordination and funding.
Support in the implementation of capacity building activities in relation to reintegration of returnees and the creation of viable livelihoods opportunities to local communities of return through community-based reintegration.
Contribute to the establishment of local partnerships both with Government and Civil Society as well as other stakeholders relevant to the implementation of reintegration support to returnees and livelihoods support to host communities of return at the FGS and FMS levels.
Assist the MAD Programme Manager in following-up on ongoing discussions with Government and other partners on strengthening mechanisms for the identification and assistance to Victims of Trafficking (VoT) and vulnerable migrants as well as returnees by supporting the creation of a national Referral Mechanism.
Support the MAD Programme Manager in monitoring and closely following-up on the implementation of technical support to Somalia’s National Coordination Mechanism, the High-Level Taskforce on Migration Management and Technical Taskforces on Human Trafficking & Smuggling, and the Taskforce on Return and Readmission.
Work with The Technical Taskforce on Human Trafficking and Smuggling to support its effort to develop frameworks for the strategic implementation of measures to address Human Trafficking in Somalia (including the development of a national Plan of Action).
Assist in different research initiatives under the different projects of the unit including the development of tools for project monitoring and migration related data collection and analysis.
Collect regular Monitoring data on all project activities of the Migrant Assistance Division and support the MAD Programme Manager in the preparation of regular internal and donor reports on projects implemented by the unit.
Support in the creation of FMS-level coordination mechanisms (Technical Taskforces on Trafficking and smuggling and on Return and Readmission/Reintegration) and their effective functioning for the coordination of actions/efforts at the regional FMS levels.
Assist the MAD Programme Manager in identification of emerging needs for MAD related programme response and in the development of project concept notes and proposals including in the area of migrant assistance and protection, Countering Human Trafficking and return and reintegration of migrants in Somalia.
Undertake duty travel to support project implementation, monitoring and assessment, liaison with counterparts, problem solving.
Assist in maintaining regular communication and liaison with field-based MAD staff, Head of Sub-Offices (HOSOs), IOM Somalia Common Services and Finance units and provide inputs to address challenges faced by field project staff.
Support in monitoring and timely utilization of budgets related to all MAD related projects in close coordination with MAD staff in Nairobi and in Somalia and identify possible measures for re-allocation and efficient utilization of funds, as necessary, based on monthly financial reports.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Economics, Local Development, Social Sciences, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Demonstrates high level technical expertise and experience in DDR programming;
• Direct experience in one or more of the key related areas of stabilization, transitional justice, community-led recovery and conflict mitigation in highly complex conflict-affected environments;
• Experience in project management especially on thematic areas including socio- economic reintegration and youth support programming;
• Experience in coordination of various projects to ensure maximum outputs;
• Experience and knowledge of monitoring and evaluation;
• Experience in transitional justice as a component of reintegration, reconciliation and social cohesion an advantage;
• Demonstrated expertise in the thematic area relevant to project development;
• Knowledge of Somalia under the thematic areas an advantage;
• Strong computer skills, specifically hands-on experience in usage of MS Office.
Languages
Fluency in English is required. Working knowledge of Somali is an advantage.
