INFORMATION ON THE MISSION CONTEXT
Handicap International started in Somaliland in 1992 by setting up a rehabilitation centre in Hargeisa. HI’s strategy in Somaliland is to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level.
Handicap International (HI) is currently implementing two emergency projects in Somaliland: Inclusion of vulnerable populations in humanitarian response and Early childhood development with children suffering from malnutrition due to the ongoing drought. HI has just completed a Basic Needs Assessment in Internally Displaced Persons camps and host communities in the greater Burao area of Toghdeer region where the most cases of increasing malnutrition and cholera have been recorded, to further inform its emergency response to the most vulnerable drought-affected populations in Somaliland.
Due to the history of HI in Somaliland, the context sensitivity and clan system in Somaliland, most of our activities are and will be conducted through local partners. HI is currently collaborating with the DAN (Disability Action Network), a high level local NGO, for both our development and humanitarian operations.
HI opened the position of Administrative Coordinator in Somaliland in order to respond to the current crisis affecting the Horn of Africa region.
MAIN RESPONSABILITIES
Based in Hargeisa and under the direct supervision of the Country Manager and with the support and technical validation of the HQ Finance and HR Advisors, the Administration Coordinator will be responsible to:
- Ensure that local legislation is respected and that a legal framework is established
- Maintain and develop the administrative organisation and operating framework
- Ensure the good use of funds according to HI and donor guidelines
- Centralize the accountancy, control all the budget affectation end ensure financial follow up of programs
- Ensure proper human resources management: development of HR policy, tools and process; support staff development and skills etc.
- In charge of negotiation and relationship with local and administrative authorities
- Responsible for financial and HR reporting to the headquarter on monthly basis
- Daily management of the Finance, Admin and HR staff in Hargeisa and in support to the base
PROFILE
Qualifications/training:
- Diploma in Finance and Human resources or a related field English (oral and written)
Personal qualities:
- At least 3 years of professional experience in humanitarian and/or development context
- 2 years of experience as an Administrative coordinator Previous experience in a living in isolated/hardship area is preferred
Competencies:
- Capacity to supervise, accompany, coach and manage a team Strong communication, organizational and reporting skills
Personal qualities:
- Strong interpersonal and intercultural skills
- Ability to work under high pressure
SALARY
- Salary: from 2700€/month (gross) depending on experience
- Perdiem : 550€ (net)
- Hardship Allowance: 500€ (net)
- Insurances: medical health coverage, retirement planning, repatriation
- Paid holiday: 25 days per year
- R&R Level 3 : 5 days evey 6 weeks
- Security conditions: high level of insecurity
