UNICEF Somalia played a key role in making sure that child-focused data, with attention to gender and minorities, was included in the country’s first national development plan in 30 years. We have been tackling issues such as child mortality, better access to health services, severe malnutrition, and stronger child rights. We are working with partners to address the alarming food insecurity and malnutrition levels in Somalia. We are supporting community based reintegration programs for children released from armed groups, and are working on developing a social protection policy. We are also conducting robust HACT implementation. Join our team and help us make sure every child has a champion.

How can you make a difference?

Under the supervision of the Chief of Social Policy, Equity and Gender, and in close coordination with other programme Section Chiefs, the Programme Specialist (Resilience) is responsible for supporting the integration and coordination of resilience approaches in the UNICEF Somalia programme focusing on multi-sectoral and multi-agency convergence and programming to promote resilient households, with sustained access to social services for children through periods of shock and crisis.

Summary of key functions/accountabilities:

  1. Facilitate overall programme design and implementation of resilience approaches for UNICEF Somalia Country Office, ensuring work plan and activities are formulated, implemented and monitored. Support the Zonal Offices in designing zonal specific resilience building programmes based on their specific risk profile, conflict analysis, partnerships, government capacity and programme priorities.
  2. Act as the programme manager and organizational focal point for the Joint Resilience Programme (JRP) and all other cross-sectoral and inter-agency resilience programmes.
  3. Support inter-sectoral partnership and capacity building, including training and on-the-job coaching and mentoring on resilience (including risk informed programming) within the office (USSC and zonal offices), and with partners using tools and guidance from UNICEF and other agencies and partners.
  4. Provide support to UNICEF Programme to integrate resilience approaches across the programme cycle (planning, implementation, monitoring, and evaluation) and to work closely with the other UNICEF sectors, including the Programme Chief’s and Social Protection Specialist to ensure the planning and realisation of complementary programming and transitions;
  5. Provide support to the Chief of Social Policy, Equity and Gender and Deputy Representative to maintain and develop broader partnerships on resilience and ensure strategic linkages and coordination of UNICEF’s work in resilience with relevant partners;
  6. Support knowledge management, M & E, and lessons learnt arising from implementation of resilience approaches through drafting/finalizing key documents, reports, updates and briefing notes; sharing good practices, lessons learned, and knowledge/information exchange; managing office partnerships with research institutions and other knowledge partners to ensure continued generation of evidence baselines;
  7. Carry out other related duties as required by the UNICEF Chief Social Policy Equity and Gender.

Qualification of Successful Candidate

  1. Education:Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, or other related disciplines.
  2. Work Experience:Eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration. Developing country work experience (for IP) or field work experience (for NO). Specialized training/experience in resilience programme management highly desirable.
  3. Language Proficiency:Fluency in English is required. Knowledge of the local working language of the duty is an asset.

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
