BACKGROUND
The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, GBV, WASH and health reaching out to more than 300,000 conflict and drought affected people.
SCOPE OF WORK
Under the direct supervision of the Supply Chain Manager, the Supply Chain officer is responsible for managing the Supply Chain functions to ensure efficient procurement and delivery of supply chain functions at the field Office.
SPECIFIC RESPONSIBILITIES
Supply Chain Planning
The Supply Chain officer is responsible for supporting the Supply Chain Manager in implementing supply chain activities and plans to support program implementation. Supply chain planning includes; procurement plans, warehousing plans, transport plans, staffing plans, distribution plans and training plans.
- Support Supply Chain Manager and program staff in developing procurement plans for active grants in collaboration.
- Assist Supply Chain Manager in developing and implementing transport & distribution plan for program supplies and assets.
- Proactively communicate with supply chain team in Nairobi and program team ensuring that there is sufficient plans & spaces in the warehouses before receiving program supplies.
Procurement Management
The Supply Chain officer is accountable for implementation of procurement activities. The Supply Chain officer ensures all program procurement needs and plans are met on time in accordance with GSC and donors’ standards.
- Procurement of program and office supplies for IRC Mogadishu office, including specifications, quotes, ordering, packing, storage and transportation of supplies to the program sites and other IRC office.
- Prepare Payment Requests with all documents required to effect payments and submit timely to the finance department.
- Review all purchase requests received in the field office, ensuring compliance to IRC and donor policies in the procurement of program supplies, assets and services.
- Maintain contract data base and ensures execution of procurement contracts and renewal is done in timely fashion
- Ensures implementation of GSC SOPs in all supply chain processes.
- In coordination with finance and supply chain staff, ensure timely payment of vendors/suppliers/service providers that are fully supported with required auditable documents.
- Identifying fraud and corruption red flags and address on timely manner.
- Assist in leading tender processes and ensure reasonable and appropriate lead-time for all procurement of program supplies and delivery of goods to the program sites.
- Ensure implementation of the IRC’s standard operating policies and procedures at the field level.
- Maintenance filing system for the procurement per grant and keep all files of supply chain updated.
Inventory Management
- The Supply Chain officer is responsible for supervision and reporting of all inventory and warehouse operations in the field office and to ensure that there is precise record keeping, and implementing inventory standard operating procedures and control as provided by GSC by the supply chain assistant.
- Ensure Implementation of IRC inventory policy in IRC Mogadishu offices.
- Ensure warehouse documents are accurate & updated in timely manner.
- Ensure warehouse physical conditions & safety is up to IRC standard.
- Conduct quarterly stock take, reconciliation, grant ending inventories and yearend count for items in the stores and warehouse.
- Ensure to produce ending grants inventory report and share out with supply chain Manager and field Coordinator in timely manner.
- Cold chain & pharmaceutical quality assurance of medical supplies.
- Ensure staff managing warehouses and stores maintain proper security of the facilities.
- Make sure warehouse and stores are organized in logical way, so that materials can be located and counted easily and there is sufficient space for movement and operations.
Asset Management
The Supply Chain officer responsible for supervision of maintenance, safe keeping and record for all IRC Mogadishu program assets and equipment. The Supply Chain officer is responsible for supervision of all aspects of the administrative and operations of asset, properties and attractive items in accordance with IRC and donors’ rules and regulations by the supply chain assistant.
- Ensure the Implementation of IRC Asset policies in Mogadishu field office.
- Asset tagging, maintenance and tracking of all assets.
- Recommend and follow up of assets for Disposal as per the policy.
- Ensure proper management and documentation of assets and inventory disposal.
- Provide accurate information on assets and inventory as needed for donor reports, financial year closing and global insurance through IRC Somalia Country office- Nairobi.
Fleet Management
The Supply Chain officer is responsible for supervision and reporting of IRC fleet and transportation activities, ensure that all IRC fleet operations are conducted with adherence to IRC vehicle policies and procedures including vehicle movement, maintenance and reporting accuracy by the supply chain assistant.
- Ensure all IRC rented vehicles are in good condition, fueled, well maintained and clean.
- Ensure local fleet management policy is implemented and followed by all in all IRC staff in Mogadishu once it is finalized and shared out.
- Ensure IRC rented vehicles drivers have valid driving license and other necessary documents.
- Review vehicle monthly reports and provide necessary support to the Supply Chain Manager.
Compliance and Ethics
The Supply Chain officer is responsible for identifying and reporting compliance risk in supply chain processes, implementing procurement controls, identifying procurement red flags, implementing internal and external audit corrective action plans and ensuring all supply chain activities are conducted ethically.
Reporting
The Supply Chain officer is responsible for preparing and submitting the monthly field supply chain reports to Supply chain Manager by 2nd of every month and
Perform any other duties assigned by the supervisor
DESIRED QUALITIES

- Good mathematical skills
- Excellent organizational, communication, inter-personal, writing, and communication skills required
- Good computer skills (Complete MS Office package and any database management and analysis)
REQUIRED QUALIFICATIONS
Professional qualifications, work experience and background desired.
- Bachelor degree Business Administration or Higher Diploma in Logistics and any other relevant field.
- At least 2 years’ experience working as a Logistician and office administration for International NGOs.
- Good computer skills (Word, Excel);
- Technical knowledge of supply chain
- Excellent writing Skills in English and Somali- both speaking & writing
- Able to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
