Context of the position
Although located in the pacific, in an idyllic and peaceful environment, the Solomon Islands delegation does not offer the ideal working conditions which might be expected. The entire FRC team is based in Honiara on the island of Guadalcanal, while the activities are implemented on other provinces in isolated communities with which communication is an issue, and with a limited mobile phone network. Project monitoring and implementation with communities is not easy. Targeted communities are small and hardly offer any service, which reinforces the isolation and sometimes discomfort during these trips.
FRC activities today
The FRC delegation in Solomon Islands is currently composed of a head of delegation two heads of projects, supported by an administrative, financial, and logistics coordinator. The delegation is based in Honiara, Solomon Islands’ capital city, on the island of Guadalcanal.
Currently, two projects are underway:
- · « Supporting community planning: reducing vulnerabilities of communities exposed to natural disasters by implementing DRR and WASH mitigation measures » also named “SCP 3”, funded by OFDA (office of U.S. foreign disaster assistance); May 2015 – April 2018: This project aims to strengthen vulnerable communities’ capacities to cope with natural disasters impacts by implementing DRR and WASH mitigation measures in Savo and Guadalcanal province. This project will administratively end in October 2018, but activities will end in June 2018.
- · « Together Becoming Resilient – Supporting Community Planning for More Resilient Solomon Islands » also named “TBR 5”, funded by OFDA (Office of U.S. Foreign Disaster Assistance):
TBR5: February 2017 – August 2018. This project aims to improve communities’ and schools’ resilience towards natural disasters in the Solomon Islands and reinforce the provincial and national disaster management framework. This project will end in October 2018.
From June 2018, at the end of SCP3 project activities, the delegation will be composed of one Head of Project and one support coordinator acting as head of delegation. The activities will scale down from June 2018. The delegation will close in December 2018, after the final implementation of the last project.
The position
Complying to and applying the principles of RC/RC Movement (humanity, impartiality, neutrality, independence, voluntary service, unity and universality), and under the authority of the head of delegation based in Honiara, the support coordinator will:
- Manage the administration and finance department supported by the FRC in the Solomon Islands Red Cross Society (SIRCS).
- Manage the activities of the logistics department.
- Act as Head of delegation
- Close the FRC delegation
Line management:
- He/she works under the direct responsibility of the head of delegation of Solomon Islands.
- He/she is responsible hierarchically of:
- 1 administrative officer (SIRCS) mainly in charge of accountancy.
- 1 logistician officer and one logistic assistant (SIRCS) mainly in charge of procurement process / purchases.
- Collaborates internally with FRC project manager, and the finance officer and manager of SIRCS.
- Collaborates with FRC headquarters: Desk finance, logistics, HR, accounting and donors departments.
- Collaborates externally with administrative authorities of Solomon Islands, financial institutions (banks) and other organizations.
The profile candidate
Skills:
- Administrator/finance Officer profile.
- More than 2 years of international experience, if possible within the Red Cross Movement.
- Experience in logistics.
- Knowledge of FRC procedures strongly desired.
- Experience in financial and administrative management of a delegation in an international organization.
- Knowledge and/or experience of program donors (ECHO, EuropeAid, USAID) strongly desired.
- Good knowledge of Office package (Word, Excel, PPT, Internet, etc.).
- Good knowledge of SAGA software.
- Experience in team management.
Education:
- Financial training, administrative, and humanitarian logistics.
Language proficiency:
- English: read, spoken, and written (working language with the SIRCS).
- French is an asset

The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
