OVERVIEW OF THE POSITION

Our client is mandated to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize our client's technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. Our client supports peacekeeping and special political missions in accordance with Security Council mandates.

GENERAL FUNCTIONS

Role objective:

Our client provides explosive hazard management capacities, including mitigation, as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by our client's technical advisers. Our client's support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). our client also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Adviser.

Peace and Security Cluster supports and facilitates the work of our client's, other partners and govt. in some 18 countries and territories affected by explosive-hazards providing specialized project management services to efficiently support our client in delivering essential work on the ground in emergency, post-conflict and peacekeeping environments with the aim of promoting peace and security, protecting civilians and ensuring long lasting human security.

Expected output:

Under the general direction of the Project Manager M&E and also working closely with Senior Information Management Officer, and Project Management Office, the job holder will conduct the following tasks:

Duties and Responsibilities

• Maintenance and update of PMO Policies and Standards:

o Assist in development and updates of PMO framework, policies and guidelines in line with programme needs and requirements on regular basis;

o Assist in development and updates of PMO tools, processes and procedures in line with programme needs when required;

o Assist in the maintenance of centralized project management tools (Smart Sheet) and templates;

o Assist in project monitoring and quantitative/qualitative data collection is being undertaken to prepare reports;

o When required/requested attend inter-agency meetings and key partners meetings together with PMO

• Knowledge Management:

o Assist in maintenance of programme central data and information repositories, which facilitate sharing and analysis;

o Assist in maintenance and update of Programme databases and archives;

o Assist efforts in identification of data sources and ensures that data collected and processed are in line with programme planning, monitoring, decision making and reporting needs;

• Information Management:

o Support design , development and manage the content of databases, spreadsheets and other data collection tools;

o Ensure data quality, accuracy and consistency for accurate comparability based on proper information management system.

o Support the consolidation of operational information on a regular schedule to support analysis.

o Develop and train project staff (and partners, as required) on the data collection tools and methodologies.

o Support the promotion of data and information sharing between our client's stakeholders and project teams

o Provide Information Management services to support monitoring and evaluation activities of our client.

• Data management and Analysis:

o Analysis of datasets through meaningful statistical techniques to support adhoc, weekly, monthly and periodic reports as requested and ensuring that the reports are accurate, relevant and complete.

o Support strategic and operational decision-making by processing and analyzing data and information and presenting it in user-friendly formats (e.g. reports, maps).

o Manage and update any data related dashboard or visual analysis tools to enable quick and efficient analysis.

• Geographic Information System (GIS) & Mapping:

o Assist with the maintenance of spatial baseline and operational datasets in accordance with relevant standards and guidance;

o Support the production and updating of high-quality map products and maintain a repository of spatial data and ensure that the data are documented and accessible;

o When required/requested attend meeting at Villa Somalia with Government officials and JOCC on GIS activities.

Project reporting:

This role reports to the Project Manager M&E and also works closely with Senior Information Management Officer

Team management:

This role does not have team management responsibility.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor's degree in With a minimum of 2 years of relevant experience is an advantage..

Work experience:

§ Minimum of 2 years of demonstrable relevant Information Technology experience and/or minimum of 2 years of demonstrable relevant Geographic Information System (GIS) experience.

Geographical experience:

§ Minimum of 1 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English and Somali are essential.

Key competencies:

a) Education

• Advanced University Degree (Master’s Degree or equivalent) in business administration, project management, social science, or related field;

• A first level University degree (Bachelor’s Degree or equivalent) in a related field with an additional 2 years (total 4 years) of relevant experience may be accepted in lieu of the advanced university degree.

b) Experience

• A minimum of 2-year experience in in information management, information systems, data management, GIS & mapping, data visualization or other related area is required.

• Additional training in monitoring and evaluation, data quality management and project information management systems is desired

• Demonstrable relevant Mine Action experience in information/data management and GIS

• Experience with GIS is required.

• Knowledge of IMSMA is required

• Experience in information/data management within the UN and in a humanitarian or recovery context is desirable.

c) Language

• Fluency in spoken and written English required

• Knowledge of an additional UN working language desirable.
