OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The SSI project in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies;

Under the overall guidance of the Chief of Mission of IOM Somalia and under the overall supervision of the SSI Chief of Party and reporting directly to the Deputy Chief of Party in Mogadishu, the incumbent will be responsible for the planning, coordination, execution, monitoring, and management of the OTI project in the Jubbaland state of Somalia (JSS)

The National Project Officer in the OTI Unit will represent the interests of the program in his/her area of responsibility.

GENERAL FUNCTIONS

Role objective:

The National Project Officer will work in an integrated manner with the Federal Member States (FMS) and regional and district authorities with a particular focus on, outreach and coordination with local communities.

Expected output:

Core Functions / Responsibilities:

The National Project Officer responsibilities will include, but not be limited to, the following:

  1. Provide input on the program strategy including where to focus program resources, how to develop operational relationships with government entities and addressing operational challenges as they arise across JSS;

  2. Create and maintain good relationships across regional government institutions and community interlocutors, and across a broad range of other local interests toward joint identification, design and implementation of grant initiatives;

  3. Act as the focal point of SSI-Dalbile program to local government and communities in JSS; in doing so, the National Project Officer will be capable of rapid, coordinated action to capture opportunities for positive change and confidence-building with all programme counterparts;

  4. Coordinate and implement methodologies for engaging government entities and local communities in on-going bases for project identification and implementation;

  5. Attend and suggest new project ideas and concepts in the weekly Activity Development Meetings (ADM), oversee grant writing and development of approved ideas and concepts and submission for review and clearance to the SSI management in a timely manner

Implement and share with other program staff in Mogadishu and Nairobi methodologies for small grant projects development, implementation and monitoring and evaluation processes that incorporates a consultative approach between the government entities and communities;

  1. Responsible for the overall management of the SSI office and team in Jubaland, including the supervision of the Senior Project Advisor, Project Advisors, M&E Assistant, Field Engineers, and Finance and Procurement staff in Kismayo office. Establish and Maintain close working relationship with the head of office in Kismayo, keeping them on the loop on SSI program and attend the weekly inter projects coordination meeting.

  2. Proactively identify potential grantees and grants that are appropriate to respond to overall program goals;

  3. In coordination with the M&E team, participate in the monitoring, verification and evaluating grants throughout implementation and once the grant activities are closed out;

  4. Report as necessary to the SSI senior management on all aspects of project development and implementation;

  5. Undertake regular travel to the districts in order to identify, develop and/or support programming opportunities;

  6. Provide SSI senior Management and the Reporting team with an ongoing assessment and anticipation of political and security events, including potential impacts on SSI program in particular and Somalis stabilization landscape in general;

  7. Undertake any further duties as requested

Directly reporting to Deputy Chief of Party

Overall reporting to Chief of Party

Team management:

Responsible for the overall management of the SSI office and team in Jubaland, including the supervision of the Senior Project Advisor, Project Advisors, M&E Assistant, Field Engineers, and Finance and Procurement staff in Kismayo office.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor's degree in Law, International Relations, Governance and Development studies or a related field.

Work experience:

§ Minimum of 6 years of demonstrable relevant Governance experience and/or minimum of 3 years of demonstrable relevant Programme & Project Management experience.

Geographical experience:

§ Minimum of 6 years of experience in Africa (essential).

Languages:

§ Fluency in English and Somali are essential.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Law, International Relations, Governance and Development Studies or any related field;
  • Excellent computer skills, including MS Office suite;
  • Demonstrated experience in project Cycle management;
  • Proven skills and experience projects monitoring and evaluation’
  • Good report writing skills;
  • Thorough understanding and knowledge in working and coordinating with government agencies and other development partners. Experience

  • Minimum of six years of professional experience in the field of governance and development, or management, especially in international organizations such as NGOs or USAID funded programmes.

  • Three years specific experience in the field of development with project design, implementation and management.

  • Experience in community participation and consensus-building projects.

  • Thorough knowledge and understanding of government structures and current development planning in Somalia.

  • Demonstrated capacity to understand and analyse the national, regional, and local political context in Somalia

  • A drive for results in a high-volume, quick-paced programme environment; creativity and analytical capability required to respond to evolving programme demands and current events.
