Solomon Islands: Final evaluation consultant for French Red Cross programms in Solomon Islands

FRENCH RED CROSS (FRC) and its partner organization, Solomon Islands Red Cross Society (SIRCS), are implementing the projects “Supporting Community Planning: Reducing vulnerabilities of communities exposed to natural disasters by implementing DRR and WASH mitigation measures (SCP-3)” and “Together Becoming Resilient (TBR-5)” in Solomon Islands.

SCP-3 and TBR-5 projects have respectively a duration of 36 months and 18 months. The global objective aims at improving resilience of vulnerable communities by implementing DRR and WASH activities, and strengthening capacities at national level.

The project locations are shared between Guadalcanal Island (5 communities + 4 schools) and Central provinces (3 communities in Savo Island) for SCP-3, and in Guadalcanal Islands (4 communities + 3 schools) for TBR-5.

FRENCH RED CROSS is looking for qualified international or local consultant to conduct the Final Evaluation for these projects and FRC’s approach in DRR&WASH integration in the Solomon Islands. The Final evaluation aims, by analyzing the project performance, to determine the relevance and fulfillment of project’s objectives and to provide lessons learnt and recommendations:

· The approach in DRR & WASH integration

· Projects Performance: Relevance, Effectiveness, Efficiency, Coherence, Sustainability

· Capacity building of the Solomon Islands Red Cross Society (SIRCS)

· Recommendations and lessons learnt in the DRR&WASH approach and in capacity building of SIRCS

The Final evaluation is expected to start between 01/09/2018 to 01/10/2018 and last four weeks maximum**.**

Qualifications:

The consultant will be responsible for overseeing the evaluation mission.

He/She has an expertise in Water, Sanitation and Hygiene, as well as in Disaster Risk Reduction and prior experience in Pacific Region.

He/She also has previous experience in evaluations and has strong analytical and synthesis skills.

He/She should also have experience with Red Cross.
