The United Nations Office of Information Communication and Technology Enterprise Application Centre (OICT EAC-BKK) has offices in Bangkok, New York, and Valencia Spain. One of EAC-BKK enterprise applications is Oracle Siebel CRM platform. The incumbent will work under the organizational context and the Siebel platform.
The primary purpose of this post is to design, develop, and deploy Siebel CRM based application portfolio of EAC-BKK. The team will be located in Valencia, Spain and reports to the Chief of Design and Development Section. The incumbent will be responsible for business requirement gathering, technical analysis, development, and deployment coordination of Siebel-based systems. The incumbent will work with business users, technical designers, and project manages to propose solutions, coordinate work assignments, and produce business and technical artifacts in the defined timeframes dictated by the projects. In completing assigned tasks, the incumbent is expected to work with cross-functional teams of developers, DBAs, business analysts, and quality assurance team members. The incumbent also has responsibility to assist the business clients in defining business requirement and produce relevant documentations. This post requires balanced expertise of business coordination and technical design skills to bridge the business and technical stakeholders. The accountability for the assigned deliveries will be managed by the incumbent with clear agreement with the supervisor in the organizational and functional contexts. When dealing with clients, the incumbent is representing the EAC-BKK and expected to build trust with excellent client services.
Functional Responsibilities
The incumbent is expected to produce documentation and software artifacts based on the on-going development project plan under the tight deadlines. Deliverables will be monitored based on the priorities.
Key Functions
Design and develop software changes in assigned projects and complete the tasks covering full development and application life cycles within set deadlines under competing priorities
Coordinate with business clients in defining requirements and produce optimal technical architecture and solutions in the Siebel CRM platform and produce relevant documents
Plan and manage acceptance testing and quality assurance
Lead planning and execution of deployment activities and coordinate with business communities and other stakeholders.

Education/Experience/Language requirements
Education:
A Bachelor's degree in computer science, information systems, mathematics, business, or a related field is required. A Master's degree in an information technology field or MBA is highly desirable.
Experience:
- A minimum of 7 years of relevant experience in leading Siebel CRM platform design and development is required with a Bachelor’s degree. 5 years of relevant experience will be required with a Master’s degree.
- Proven skills in deployment planning/execution are required.
- A minimum of 3 years of hands-on technical experience in Oracle database is required.
- Building trust with business communities is highly desirable.
- A minimum of 3 years of hands on technical experience in Siebel e-Script, Siebel Workflows, and Siebel EAI is highly desirable.
- Practical knowledge in UN information management and technical infrastructure is highly desirable.**Language:**
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage
