Spain: SEXUAL AND REPRODUCTIVE HEALTH RAPID ASSESMENT TERMS OF REFERENCE ON THE BEDOUINE POPULATION IN THE WEST BANK, PALESTINE

CONTEXT
Médicos del Mundo España (Doctors of the World- Spain) is implementing a
Mental Health and Psychosocial Support (MHPSS) Project in the West Bank
that aims to ensure protection of the International Humanitarian Law (IHL)
and the International Human Rights Law (IHRL), through the reinforcement
of people’s resilience and reducing psychosocial impact of political
violence on them, targeting specially the following vulnerable groups:
women, under 18s and Bedouin communities.
The project focuses on strengthening individual and communities’ resilience
resources, reduce the psychosocial impact on people affected by critical
incidents, and raise awareness amongst policy makers in Spain and in the
European Union and its member States through advocacy actions.
MDM Spain plans to expand the intervention in West Bank by providing support to
the area of intervention increasing the availability of Sexual and Reproductive
Health (SRH) services.
These Terms of Reference of a rapid assessment concerns our current area of
intervention in West Bank.
PURPOSE OF THIS CONSULTANCY
MdM intervention aims to address some of the difficulties that the National Health
System is facing in West Bank. MDM is already a well known organization in the
area for its work providing mental health and psychosocial support care to the
Bedouin community in the West Bank area and supporting primary healthcare
services through mobile clinics visiting Bedouin communities in partnership with
al-Islah; activities that are still ongoing.
MdM project aims to start intervention were other needs can be address in
collaboration with local partners.These ToR focus on a rapid assessment to
develop an answer to the needs of intervention in West Bank.
A researcher is needed to carry out this needs assessment for approximately one
month.
TASKS AND EXPECTED OUTPUTS
The person appointed will be based at the MDM office in Jericho for 2 weeks
approximately, s/he will respond to the MdM Program Manager at the MdM Jericho
base and the MdM Mental Health Advisor, under the supervision of MdM Country
Coordinator together with persons appointed at the MdM Head Quarters in Spain
(the medical coordinator, the mental health referent and the Complex Crisis
Program Coordinator).
The objective of this assessment is to produce a document specifying:

  1. Sexual and Reproductive health Care services with a GBV approach needs
    assessment
  2. An analysis of the constraints, risk and opportunities (internal and external
    to MdM)
  3. Detailed concept note and logframe, with alternatives of intervention,
    specific objective, results and draft estimation of resources needed, to help
    MdM produce project proposals.
    The product would need to assess services provision of local partners in terms of
    SRH services in the area, and in particular
  4. To assess the capacity of the local partners in the area to integrate SRH
    services with GBV approach in their activities
  5. To identify areas of intervention taking into consideration context and
    existing needs in the population.
  6. To better understand the health system, focusing in SRH in West Bank, and
    specifically in Jericho Governorate and East Jerusalem
  7. To better understand the referral pathway regarding SRH services included
    GBV in West Bank and East Jerusalem
  8. To propose ways/ levels of partnerships with actors working on the ground
    (i.e. local organizations, women associations, youth associations, etc)
  9. To establish a concept note and Log frame.
  10. To identify potential risks
    WORKPLAN AND METHODOLOGY
    Phase I: Briefing at HQ (when possible). If the selected candidate is a national,
    this briefing will be arranged in Jericho.
    Compilation of information prior to field work:
  11. Preparation of documents and materials.
  12. Agreement to have agenda and work plan.
  13. Structure of the report agreed.
  14. Organization field visit.
    Estimated length: 1 day.
    Phase II: Field work:
  15. Information and data gathering and analysis.
  16. Interviews with key stakeholders (LNGOs, communities, NGOs, UN
    agencies, local associations, women rights organisations, etc)
  17. Elaboration of a draft and feedback to the local MdM Team.
    Estimated length: 2 weeks
    Phase III: Office work. Elaboration of the final report
  18. Elaboration of a concept note and log frame regarding a SRH intervention
    included GBV approach.
  19. Preparation of a power point presentation.
  20. Presentation and validation of the final report at a meeting in MdM HQ. If
    the selected candidate it is local, this meeting will be arranged in Jericho.
    Estimated length of phase III: 2 weeks
    METHODOLOGY AND COMMUNICATION
    The person selected will be supported by the MdM Project Manager and the MdM
    MHPSS team, along with the technical team at Head Quarters in Spain.
    All interested applicants must send a detailed proposal including: methodology,
    approach, research techniques and a work plan.
    A mix of quantitative (for example, visit checklist of the healthcare centres, data
    bases of humanitarian actors, questionnaires) / and qualitative (individual semistructured
    interviews, focus groups, observations) methods are requested to
    reach objectives of the rapid assessment.
    The research must integrate the Human Rights approach and Gender approach.
    The proposal must include feedback sessions in the field, a validation stage with
    HQ, and a presentation meeting of the final report.
    The final report must be presented in a nice layout and in English.
    CHRONOGRAM AND BUDGET
    The estimated duration is 4 weeks, structured as follows:
    1) Mid October: Briefing at HQ (when possible). When the selected candidate
    is a local this briefing will be arranged in Palestine.
    2) Second half of October: field work.
    3) Early November: Office work. Elaboration and presentation of the final
    report.
    The total maximum budget for this contract is 6.000 € (VAT included),
    [indicative NIS 25,000].
    The payment will be done in two instalments. The first 25% will be paid once the
    contract of agreement is signed. The second 75% will be paid upon presentation
    of an official invoice by the consultant, completion of agreed tasks and outputs,
    and presentation of the final report.
    In addition to the above amount, Médicos del Mundo will pay the
    following costs:
  21. International flights Madrid-Tel Aviv-Madrid: 600€ approx. (when the person
    is not a local).
  22. Insurance: 135€.
  23. Translation of the final report: English-Spanish.
  24. Lay out and printing.
  25. Transportation inside Palestine and accommodation at the MdM
    office/guest house in Jericho.
    Any other costs must be paid by the selected researcher, including
    income TAX.
    PROFESSIONAL COMPETENCES
  26. Health project identification specialist (medical profile).
  27. Professional experience as a researcher, using quantitative research
    techniques and questionnaires.
  28. Experience in International Cooperation and/or Humanitarian Aid
    interventions.
  29. Previous experience in the Palestinian occupied Territory is an asset.
    SECURITY
    The selected candidate must obey by the security rules and regulations that
    Medicos del Mundo has established for all persons visiting our projects in the
    Palestinian territory during the period of his/her work in the field.
    PROPOSALS
    All proposals must include the following chapters in order to be considered:
  30. Methodology, approach, research techniques and a work plan.
  31. Chronogram.
  32. Feedback plan.
  33. Detailed budget.
  34. Curriculum vitae.
  35. Detailed information regarding his/her previous work as a researcher,
    highlighting those experiences close to this call.
    MDM CRITERIA TO EVALUATE ALL PROPOSALS
    50% Curriculum and previous experience.
    40% Technical proposal.
    10% Economic proposal.
