The Nordic International Support Foundation (NIS) is a Norwegian-registered non-profit organization engaged in stabilization and reconciliation initiatives in conflict and post-conflict areas. Our primary areas of intervention are institutional development, public service delivery, and conflict resolution. The organization has offices in Mogadishu, Baidoa, Kismayo and operational presence across all federal member states of Somalia.
Job Summary &Purpose:
NIS foundation is providing support to Banadir Regional Administration (BRA) for the rehabilitation of drainage systems and water catchments in Mogadishu City and assist BRA developing a drainage Master plan for Mogadishu. The objective of the proposed study is to develop a road connectivity assessment and a drainage master plan for Mogadishu that will guide strategic and harmonized investments. The Master plan is expected to give an overview of the existing road network and drainage systems which will allow BRA and key partners to identify key gaps, standardizes the system design, and prioritizes future investments based on evidence. The Nordic International Support Foundation has made a commitment to fund the position of drainage engineer as part of the capacity building for the Municipality of Mogadishu City.
The drainage Engineer will serve as mentor to other Engineers in Mogadishu Municipality for supervising, performance and increasing the in-depth of knowledge in the development of the drainage Master plan for Mogadishu city.
Specific Duties and Responsibilities:
· Coordinate drainage related studies and works for Banadir Region;
· Take lead in Institutional analysis and capacity assessment for development, operation and maintenance of the current drainage system in Mogadishu;
· Review of historic flood levels and existing storm water catchment capacity, including mapping of area prone to inundation;
· Participate in the assessment and mapping of the road drainage system in Mogadishu, including its level of functioning and maintenance;
· Identification of major gaps to improve drainage network functioning and reduce flood risk;
· Closely working urban planning and engineering for the all activities
· Participate in the development drainage system for Mogadishu City Master plan
· Develop the engineering scope of work and prepare the engineering study reports
· Prepare preliminary and definitive capital cost estimates
· Provide contract execution strategies and develop contract documentation including scopes of work, scopes of services, technical specifications, and contract plans commensurate with project needs.
Qualifications and experience for this position:
· Minim requirement is bachelor civil engineering or higher degree experience in civil engineering;
· Minimum of 8 years’ experience with civil engineering with related drainage work projects.
· Experience of working project related road construction /rehabilitation and drainage systems;
· Demonstrate ability to work within diverse and demanding environments while maintaining excellent communication and negotiating skills;
· Demonstrated experience leading teams and successful ability to work within a team environment;
· Evidence of analytical capacity and competence in providing detailed strategies for the successful delivery small infrastructure work in challenging situations;
· Show evidence of report writing skills and technical design;
· Knowledge of local dynamics is an advantage;
· Written and spoken fluency in Somali and English;
· Experience in community mobilization/ community monitoring sites, coupled with the ability to address and manage all aspects of monitoring of a construction (legal aspects of positioning, procurement, law and knowledge of construction contracts, construction information technologies, and follow-up;
· Knowledge of procurement, tendering and contracting processes and requirements, excellent and proven experience in dealing with contractors and local partners; and
· Working experience in UN or other international development organization is an asset.
Duration
The position if for initially 3 months with a possibility extension.
