Overview of the position:
Our client is an operational arm of the UN, supporting the successful implementation of its partners' peace building, humanitarian & development projects around the world. Mandated as a central resource of the UN, they provide sustainable project management, procurement & infrastructure services to a wide range of govt., donors & UN organizations. They support the successful implementation of its partners’ peace building, humanitarian & development projects around the world. Their mission is to serve people in need by expanding the ability of the UN, govt. & other partners to manage projects, infrastructure & procurement in a sustainable & efficient manner.
Our client is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO) & they are mandated by the UNGA (RES/68/72) to ensure an effective, proactive & coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize the technical expertise of our client in responding to threats posed by unsecured & unsafe conventional weapons & ammunition stockpiles. As an office within DPKO, our client supports peacekeeping & special political missions in accordance with Security Council mandates.
Our client provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Their technical advisers located in each AMISOM Sector Headquarters & at AMISOM Force Headquarters, who support AMISOM planning & operations deliver non-lethal tactical advice and analysis. Our client support includes both enabling (“operate in spite of IEDs”) & response (“defeat the device”). They also supports the Federal Govt. of Somalia, by contributing to the Comprehensive Approach to Security (CAS) touching to most of the strands supporting AMISOM, the Somali Police Force, Somali Explosive Management Authority & National Security Adviser, community recovery & extension of state authority & prevention & countering of violent extremism.
Background Information – Peace & Security Center (PSC):
The Peace & Security Center (PSC) is a principal service provider in the field of mine action with the UN mine action agency & other UN agencies, govt's. of mine affected countries & other mine action partners. The Center is responsible to administer, provide support & oversight of the day-to-day management of the project field offices, both according to the client requirements & in line with UN rules & regulations. It is headed by the Center Director who has the overall authority & accountability for the performance of the PSC on behalf of its clients.
Background Information for the Position
The Federal Government of Somalia (FGS) hereinafter termed as (FGS) continues to strengthen its WAM capabilities & framework to ensure that all arms and ammunition's are properly & safely secured through its full life cycle under its control. The WAM Technical Adviser will support the WAM National Focal Point to continue this work. In particular the Technical Adviser will:
- Provide technical support for the Weapons & Ammunition (WAM) National Focal Point o for the Federal Government of Somalia (FGS) & expand the FGS’ WAM capability.
- Provide technical advice to National Focal Point to ensure compliance with the UN arms embargo on Somalia.
- Implement programs to facilitate the supply, receipt, possession & handling of weapons & ammunition legally obtained & use of illicit firearms & ammunition at Federal & State level.
- Work with the WAM Project Manager & a Local & International Legal Adviser, Assistant Legal Adviser & Operational Assistant on all aspects of this Terms of Reference (TOR) hereinafter termed as (TOR).
- Work according to timetables for deliverable's, format (whether electronic form) & method of delivery (email or otherwise), language will be Somali & English. You will have to draft documents [plus negotiation & redrafts] in close consultation with the WAM National Focal Point.
- Work with the FGS & entire WAM Team on all aspects of this Terms of Reference (TOR).
Role objective:
The specific objectives of this consultancy include but are not restricted to:
- Technical WAM support to the FGS’s WAM National Focal Point including on reports & notifications presented by the FGS to the UNSC, in compliance with sanction obligations. Support the FGS in preparing & submitting all necessary reports & notifications to the UN Security Council in accordance with all relevant Security Council Resolutions.
- Presenting of WAM capacity building courses to all relevant military, Somali National Army (SNA) & law enforcement entities, Somali Police Force (SPF) of the FGS not restricted to but also including the Somali Custodial Corps (SCC) & the National Intelligence & Security Agency (NISA) as well as Somali Security Force personnel in the Federal Member States (FMS).
- The courses are the following:
- Weapons Marking Training.
- Weapons Shear Cutting Training.
- Weapons Armorers Training.
- Mentoring of FGS & FMS personnel in the post training environment to maintain high standards of operation & do field visits when mobile marking teams are operational.
- Assist with the professional managing of the WAM project when the WAM Project Manager is away with external duties & or on leave.
- Examine the safety, security & accountability of weapons at the FGS & FMS storage sites & make recommendations for further improving the security & records keeping system.
- Provide advice on security programs of the FGS & identify opportunities for the integration of activities that can help reduce the availability of weapons & ammunition to non-state entities.
- Participate in meetings and correspondence regarding weapons & ammunition management in Somalia.
- Assist the FGS to implement SOPs & provide basic equipment & initial training to establish two or more mobile marking teams to mark & keep record of old arsenals, as well as confiscated & surrendered weapons and ammunition's.
- Assist with the procurement of all equipment & project relevant equipment.
- Assist the FGS to implement national frameworks & standards, in accordance with the International Small Arms Control Standards (ISACS) & the International Ammunition Technical Guidelines (IATG).
- Assist the FGS to implement Standing Operating Procedures (SOPs) & provide basic equipment & initial training to implement safe & transparent procedures for the reception & storage of weapons & small arms ammunition.
- Assist the FGS to implement SOPs & provide basic equipment & initial training to establish a weapon & ammunition marking & registration system for newly imported items.
- Assist the FGS to implement SOPs & provide basic equipment & initial training to establish or more mobile marking teams to mark & keep record of old arsenals, as well as confiscated & surrendered weapons.
- Assist the FGS to implement SOPs to enable the implementation of safe & transparent procedures for the distribution of weapons & ammunition throughout Somalia in accordance with the President Decree on the distribution of weapons & ammunition.
- Assist the FGS to secure resources for infrastructure development to facilitate the safe storage of weapons & ammunition across Somalia.
- Assist the FGS to establish & implement a database, owned & managed by the FGS, of all weapons & ammunition that have entered Somalia.
- Support the FGS with technical advice on the development of relevant draft legislation related to Small Arms & Light Weapons in Somalia to strengthen the national legal framework on WAM.
- The assignment will be performed within the stated confides of the UN principals & the core principals of the UN & Somali Law.
Project reporting:
- This role reports to the Senior Project Manager.
Team management:
- This role does not have team management responsibility.
Geographical experience:
- Minimum of 1 years of experience in Africa (essential).
Education:
- Master’s Degree or equivalent in Social Science, Business Administration, Project Management, or related field with seven (7) years’ experience is required.
- Bachelor’s Degree or equivalent in Social Science, Business Administration, Project Management, or related field with a total of nine (9) years of relevant experience.
- Military training with a minimum of thirteen (13) years of experience in project management &/or Humanitarian Mine Action work.
Experience:
- Weapons & Ammunition Management experience.
- Military/Defense experience in the field of weapons management.
Languages:
- Fluency in English (written, reading & spoken) is required.
- Fluency in Somali (written, reading & spoken) is required.
- Knowledge of second UN working language desired.
