1.Background and context
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The DRC Somalia Programme is the largest of the six country programmes in the Horn of Africa and Yemen region.
DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland and Puntland in the north and in Hiraan Region, Gedo Region, Bay Region and Banadir Region in South and Central Somalia. Because we are there, DRC is able to respond rapidly and flexibly to recurrent crises and the needs of Somalis who are affected by humanitarian crises.
DRC supports refugees, migrants, internally displaced populations and other persons affected by crises in both urban and rural settings. DRC implements activities in Somalia in the following sectors: WASH, Shelter and Non Food Items (NFIs); Protection; Food Security and Livelihoods (FSL).
Within its broad project portfolio, DRC is working to facilitate the attainment of durable solutions for protracted IDPs, returnees and host communities in Somalia. As part of this strategy, DRC is implementing a pilot Assisted Voluntary Return and Reintegration (AVRR) project in Mogadishu, Bossaso and Hargeisa to promote and facilitate the sustainable reintegration of voluntary returnees from abroad. Beneficiaries of the reintegration pilot receive a cash grant for immediate needs upon arrival, individual counselling sessions and a comprehensive livelihood package including business training skill and start-up grants based on individual reintegration plans. Constant monitoring of the reintegration process is carried out by local DRC staff.
2.Purpose
The overall purpose of this consultancy is to create 3 short films about everyday social life and events from the Somali cities of Mogadishu, Bossaso and Hargeisa. The audience is Somalis in Norway without a residence permit who have been living in Norway from 1-10 years. Females and males from all parts of Somalia are included within the target group. The films should provide information on the areas of return that will enable these Somalis living abroad to make a conscious, informed decision about their voluntary return to Somalia.
3.Key Responsibilities
3.1.Scope of consultancy
The final product must be innovative and the producer’s own work. All images (still and motion) must be taken with the full consent of the subject(s). The work will be required to abide with internationally accepted data protection principles.
The assignment will be carried out within the areas of Hargeisa, Bossaso and Mogadishu.
3.2.Key tasks with list of ‘key activities’, under each responsibility.
Development of an inception report
- Detailing the different methodologies, interview techniques, story outline and appropriate screenplay to be used for this assignment.
- Detailed work plan with time schedules for shooting, interviews and post production.
- The inception report will be discussed with DRC and UDI before finalization.
Film production
- Produce the short film that provides relevant information on the above mentioned towns, which is relevant to the migrant population returning to Somalia from other countries.
- The film should answer question raised by Somalis living abroad and are willing to return back to Somalia.
3.3.Methodology
The film will follow one Somali returnee in each city who has returned from the Western Diaspora in their daily life to see regular daily events from the life of these individuals; when they are drinking tea, riding the tuk-tuk, walking the streets etc., and in their daily occupations. The films should reflect Somali culture, daily life and popular atmosphere together with a realistic picture of the social and economic potentials and challenges.
3.4.Key deliverables/outputs
The final format of the information film should be three separate films from the three geographical areas with a length of approximately three minutes per film. In addition, a separate teaser of 20-30 seconds should be produced for each of the three films.
The films should be produced in Somali language, with English subtitles, and shared in web video encodes HD1080p, H2648 mbps.
Copy of all raw footage from the filming for future use by DRC.
300 high resolution and professionally edited still photos highlighting the daily lives of the Somalis who are featured in the film.
4.DRC’s responsibilities
DRC will provide the following:
- All relevant information regarding AVRR project and facilitate access where necessary particularly different locations in Somalia and key places like airport and government authorities
- Logistic arrangements during the documentary exercise.
- Review and provide comments on the documentary film before final production
- Pay service fees at a mutually agreed rate
5.Reporting Arrangements
The consultant will report to the DRC Durable Solutions Coordinator. S/he will however work closely with the Somalia Communications Coordinator and Regional Communications and Advocacy Officer.
6. Duration of Assignment
The task will be expected to take place over approximately 2 months between August and September 2016 but is subject to negotiations.
7.Expected profile of consultant
- Advanced training in Journalism, degree in film and video production
- Demonstrable experience in production of documentaries, films and photography on humanitarian programs or human rights themes with specific emphasis on protection of refugees, asylum seekers and migrant’s rights
- Demonstrate technical competencies in relation to filming, interviewing, sound recording and all other necessary skills
- Demonstrate ownership or access to filming and photography equipment (preferably High Definition or 7D camera)
- Able to provide sample films for relevant works undertaken
- Additional experience in humanitarian/development communications will be an added advantage
8.Terms & Conditions
DRC will evaluate proposals and award the assignment based on technical and financial feasibility. DRC reserves the right to accept or reject any proposal received without disclosing reasons to applicants and is not bound to accept the lowest bidder. Only those shortlisted will be contacted.
The assignment will be carried out in the field. Subcontracting of the consultancy will not be accepted. Applicants must have good knowledge of the security situation in Somalia including Mogadishu, Puntland and Somaliland. If the security situation in Somalia does not allow an international staff to travel to certain locations in Somalia, the consultant may hire a local media person to carry out certain tasks upon consultation with DRC.

- Breakdown of costs in USD per activity. The fee is negotiable, although it will be commensurate to DRC consultancy terms and standards.
