CCM Nairobi Office is responsible for the overall coordination of development initiatives carried out in Kenya and Somalia. In Puntland, Somalia, CCM operates in partnership with the Ministry of Health for the management of the Garowe General Hospital (GGH) to improve the quality of service in the maternity, emergency, surgery and pharmacy and to deliver Comprehensive Emergency and Obstetric Neonatal Care (CEmONC). Further, as Global Fund sub-recipient, CCM is responsible for the monitoring & evaluation of all Somalia TB Centres

Position**: Medical Coordinator

Locations: Garowe General Hospital (Puntland State of Somalia)

Base: Based in Garowe, Puntland, Somalia.

Contract duration: 6 months (renewable)

Start date of contract: July 2016

Objective of the position

The Medical Coordinator is responsible for supporting the implementation of the activities carried out at Garowe General Hospital (GGH), particularly enhancing the provision of quality services in four core department (Maternity, Emergency, Surgery and Pharmacy) and supporting the overall hospital management working closely with the Hospital Director and the Hospital Management Team. The Medical Coordinator shall guarantee proper harmonization of project activities, through close coordination and collaboration with the institutional counterparts and stakeholders in the area. He/she reports directly to the Country Representative (CR) and cooperates with the Desk Officer and Health Advisor for the monitoring of the project, the planning of the activities and for the preparation of the budget.

Duties and Responsibilities

By working with and supervising the hospital staff and CCM project staff:

  • he/she ensures the proper implementation of the project, through the use of CCM/donor monitoring tools and regular update of the workplan;

  • he/she oversees in cooperation with the CR the management of the project budget, including cash flow, monthly fund requests, budget amendments, procurement procedures and narrative reports;

  • under the supervision of the CR and in collaboration with the Hospital Director, he/she recruits and evaluates the personnel based in the projects. He/she is responsible of the management of the entire expatriate and local staff of the project;

  • under the supervision of the CR, he/she promotes technical, administrative and managerial training of the project staff;

  • He/she supervises the delivery of hospital services (both at OPD and IPD level, and with special attention to the Maternity, Emergency, Surgery and Pharmacy departments) through the participation of daily ward rounds and daily/weekly hospital meetings;

  • He/she guarantees IPD and OPD services follow the Clinical Hospital Protocols and MoH guidelines;

  • He/she ensures in-patient care is properly monitored and documented through compilation of Patients Medical Cards;

  • In collaboration with CCM Project Officer, he/she monitors the daily recording of care in the services registers and the compilation of the monthly HMIS tools as per the MoH guidelines;

  • In collaboration with the Project Officer, he/she monitors the workload, quality and performance of hospital services through the Monitoring Frameworks purposely developed for each project;

  • In collaboration with the Hospital Director and CCM project team, he develops a training plan to support the continuous medical education of hospital staff and monitors its proper implementation at hospital level;

  • In collaboration with CCM Project Officer, he/she ensures a continuous training of hospital staff, through close supervision, technical assistance and on-job coaching;

  • In collaboration with the Hospital Director, he/she organizes weekly meetings with hospital staff to prompt identify and address gaps in the delivery of care and discuss critical cases requiring adequate management and care;

  • He/she promotes the set up of a responsive management and governance structures in the hospital through a close and effective collaboration with the Hospital Director and the Hospital Management Team;

  • He/she writes monthly reports on project activities as per CCM templates;

  • Represent CCM and provide technical assistance to the interagency RH Working Group established in Garowe to promote synergies and enhance the coordination among partners active in the MCH sub-sector;

  • In close coordination with CCM Project Officer, he/she will attend meetings with the Puntland Ministry of Health and local concerned authorities, as well as representatives of the donors at local level and other stakeholders, when required.

Job profile

Requirements

· Medical Doctor with postgraduate degree and/or substantial experience in relevant Health sectors (e.g. Public health, Reproductive health, Health System Management, Emergency care). Other health background will be evaluated

· Minimum 5 years’ experience in less developed countries and/or emergency projects

· Good administration skills (proven experience in budget management and basic accounting)

· Strong program coordination skills

· Strong team management skills

· Strong leadership

· High level of autonomy and initiative

· Ability to prioritize, meet deadlines and achieve results through internal and external collaboration

· Problem solving attitude and organizational skills

· Strong communication skills and ability to negotiate

· Strong interpersonal and intercultural skills

· Motivation to work in difficult contexts and ability to work under high pressure

· Computer proficient

· English mandatory (oral and written)

· Previous experience and understanding of Somalia is advisable
